Playground surfacing options compared: cost, compliance and upkeep

The short version

Engineered wood fibre, poured rubber, tiles, turf and sand, priced honestly and judged on the two things that actually matter: whether it stays compliant and who has to maintain it.

Surfacing is fifteen to twenty five percent of a playground budget, it is the part that fails first, and it is the part that gets a facility sued. It is also the decision most projects make last and fastest, usually on price alone. Here is the comparison nobody publishes properly.

What surfacing has to do

Two jobs, and they are separate.

First, impact attenuation. Your equipment has a critical fall height, published on every product page. Your surfacing has to be tested to absorb a fall from that height, at the depth it is actually installed and maintained at. That is ASTM F1292.

Second, accessibility. An accessible route has to reach the equipment, and the surface on that route has to be firm, stable and slip resistant. A great deal of loose fill stops being any of those once it has been used for a season.

Most surfacing arguments are really an argument about which of these two you are prioritising, without anyone saying so.

Engineered wood fibre

The default for a reason. Cheapest to install, genuinely accessible when it is maintained at depth, and it drains well. The catch is entirely in that word maintained. It compacts, it migrates out from under swings and slide exits, and twelve inches becomes six inches faster than anyone expects. If you have grounds staff who will rake and top it up, it is the best value on this list. If you do not, you are buying a compliance problem on a three year delay.

Poured in place rubber

Three times the installed cost and roughly a third of the ongoing effort. Fully accessible, holds its impact rating, looks deliberate, and can be laid in colours and patterns. It is unforgiving of a bad base, so the installer matters more than the product, and it does eventually need patching where it gets the most traffic. This is what most municipalities and better funded schools end up buying once they have owned wood fibre for five years.

Rubber tiles

Similar performance to poured, installed as interlocking units, so damaged sections can be replaced individually rather than patched. Slightly more visible seams. Good choice for smaller areas and for anyone who wants repairability over a seamless finish.

Rubber mulch

Loose fill that does not decompose. Better longevity than wood fibre and worse accessibility, because it shifts underfoot in a way wheelchairs struggle with. It also gets hot in direct sun. Reasonable as a use-zone surface where the accessible route is a different material.

Synthetic turf

Needs an impact pad underneath, and the pad is what does the safety work rather than the turf. Looks excellent, drains well, no maintenance beyond brushing. Runs hot in full sun, which matters more in an unshaded southern-facing yard than people expect.

Sand

Cheap, and it is not an accessible surface. Fine as a play element in a defined sandpit. Not a use-zone surface for anything you want to stay compliant.

The hybrid that usually wins

Poured rubber or tiles on the accessible route and under the high traffic points, engineered wood fibre across the rest of the use zone. You get a genuinely accessible route that stays accessible, you get impact protection everywhere, and you spend perhaps forty percent of what a fully poured area would cost.

Very few suppliers propose this because it is more work to quote. It is usually the right answer, especially on a constrained budget.

The mistake that costs the most

Pricing surfacing for the footprint of the structure rather than the safety use zone.

The use zone extends six feet beyond the equipment in most directions, and considerably further in front of and behind swings, where it is twice the height of the pivot bar. A structure with a thirty one by nineteen foot footprint can carry a forty five by thirty three foot use zone. That is nearly one and a half thousand square feet, not six hundred. At poured rubber prices the difference between those two numbers is around twenty thousand dollars.

Four questions to ask any surfacing quote

  1. What critical fall height is this rated to, at what installed depth?
  2. Is the quoted area the use zone or the footprint?
  3. Does it include the accessible route from the nearest accessible path?
  4. What does the base preparation and drainage cost, and is it in this number?

If a quote cannot answer all four, it is not a quote yet.
