ADA playground requirements, explained without the jargon
How many accessible components your playground needs, why the route matters more than the ramp, and the surfacing mistake that makes a technically compliant playground unusable.
Federal accessibility requirements for play areas are more specific than most people expect and less complicated than the language they are written in. If you are buying, specifying or inspecting a commercial playground, this is what you actually need to know.
Two numbers decide almost everything
The requirements scale to the size of your structure, and they count two different kinds of play component.
Ground level components are things a child can use with their feet on the ground: a panel, a spinner, a ground level playhouse, a swing bay with an accessible seat.
Elevated components are anything on a deck: a slide entry, a bridge, a climbing feature reached by climbing.
The rule works roughly like this. Count your elevated components. That number drives how many ground level components you must provide and how many different types they must be. As elevated components increase, so does the ground level requirement, and at higher counts a proportion of the elevated components must be reachable by ramp rather than by transfer station alone.
You do not need to memorise the table. You need your supplier to publish, for each configuration, the accessible components provided against the accessible components required. Every product page on this site does that. If a supplier will not, that is informative.
The route matters more than the ramp
This is where compliance is most often lost, and it is almost never the equipment's fault.
An accessible route has to connect an accessible path of travel, meaning your car park, footpath or building entrance, to the play components themselves. It is not enough for the structure to have a ramp on it. Someone in a wheelchair has to be able to get from the car to the ramp.
Two failures we see constantly:
- Budgeting surfacing for under the structure only. The route from the path to the equipment gets grass, gravel or nothing. The playground is then not accessible, whatever the equipment does.
- A step, kerb or border lip on the route. A four inch timber edge around the use zone is a wall to a wheelchair. Ramped or flush transitions are required and they are cheap when designed in and expensive when retrofitted.
The surfacing trap
An accessible surface has to be firm, stable and slip resistant. Loose fill frequently is not, once it has been in service.
Engineered wood fiber tests as accessible when it is properly installed and maintained at depth. Within a couple of seasons of no maintenance it compacts unevenly, migrates away from high traffic points and stops being reliably firm. Loose rubber mulch and sand are worse. The result is a playground that passed on installation day and does not pass now, and nobody has done anything wrong except fail to rake it.
The practical answer on most budgets is a hybrid: poured rubber or tiles for the accessible route and the high traffic landing points, engineered wood fiber for the rest of the use zone. It costs a fraction of surfacing the whole area in poured rubber and it keeps the route accessible on a wet Tuesday in March.
Transfer stations are compliant and often not much use
A transfer station is a platform at seat height with steps up to the deck, letting a child move out of a wheelchair and up onto the structure under their own strength.
It counts. It is legitimate. It also assumes upper body strength and mobility that a significant proportion of wheelchair users do not have, and it means leaving the chair behind at the bottom of the structure while everyone else runs around above.
A fully ramped structure costs meaningfully more, because ramps are long, structural and eat footprint. It is also the difference between a child being technically accommodated and actually playing with their friends. If you are applying for inclusive play funding, the ramped option is what unlocks it, and funders in that category know the difference.
Age separation is a separate requirement
Not accessibility, but it gets missed in the same conversations. Equipment for two to five year olds and equipment for five to twelve year olds should be separated, signed, and have their own use zones. Putting a toddler structure inside the use zone of a school age structure is a safety failure and it will be flagged in any inspection.
A five point check for any playground
- Count elevated components, then check the ground level components provided against what that count requires.
- Walk the route from the nearest accessible parking space or path to the structure. Could you push a wheelchair the whole way?
- Check every transition on that route for lips, steps and kerbs.
- Push a ruler into the surfacing on the route and inside the use zone at four points.
- Check that at least one accessible ground level component is a different type from the others, so the experience is not identical in three places.
