Equipment military installations actually buy
Every system below shows its published price, the age range it is engineered for, how many children it holds at once, the safety use zone it needs and the lead time. No form to see a number.

On a military installation or a federal facility the equipment is rarely the hard part. The hard part is the contract vehicle, the submittal package, base access for the installation crew, and a specification written to standards that are stricter than the commercial baseline. Here is how those pieces actually fit together.
Child development centres run to a higher standard
Military child development centres are among the most heavily regulated childcare environments in the country. They are inspected more often and against tighter criteria than most state licensed civilian centres, and they operate to service-level instructions layered on top of the usual consensus standards.
Practically, that means you should assume the strictest reading of everything. Age band separation enforced rigorously rather than nominally. Surfacing depth documented and maintained, not just installed. Accessible components counted and evidenced. Fall heights kept conservative for the age group. Fencing, gate hardware and sight lines specified deliberately.
It also means the documentation matters as much as the product. An inspector who cannot see the certification treats it as absent, so the submittal package is part of the deliverable rather than an afterthought.
Contract vehicles and how to buy
Federal and military buyers have more routes available than most, and picking the right one usually saves more time than negotiating the price.
- Cooperative contracts. Sourcewell and OMNIA Partners are both used by federal and military buyers and satisfy competitive procurement without a fresh solicitation.
- Government purchase card. Straightforward under the micro-purchase threshold and genuinely the fastest route for smaller items such as replacement components, site amenities or surfacing top-ups.
- Purchase order against a quote. Standard for larger projects, with net terms.
- Through a prime or a construction contract. Common where the playground is part of a larger MILCON or facility project, in which case we usually deal with your general contractor rather than with you directly.
Tell us which vehicle you are using at quote stage. The quote format, the documentation attached and the lead time assumptions all change depending on the answer.
The submittal package
This is where federal projects most often stall, and it is entirely avoidable. Expect to need, and ask for up front:
- Manufacturer certification against ASTM F1487, with the revision cited
- IPEMA validation reference, verifiable in the public register
- Accessible component counts, provided against required, per configuration
- Critical fall height and the corresponding surfacing specification
- Surfacing impact attenuation test data to ASTM F1292
- Shop drawings, footing details and 2D or 3D CAD
- Material specifications, coatings and warranty terms by material
- Installation instructions and the installer\u2019s CPSI credentials
Everything on that list except the installer credential is published on this site already, ungated. That is deliberate, because a specifier should not have to trade an email address for a dimension.
Base access is a real lead time
An installation crew needs access, and depending on the installation that can mean background checks, vetted vendor lists, escort requirements and restricted working windows. It is routinely the longest single item in a federal project schedule and it is almost never in the initial plan.
Start the access process at the same time you place the order, not when the truck is loaded. Tell us early if escorts are required or if work is restricted to particular hours, because it changes the installation quote and the realistic completion date.
Delivery is worth planning separately. A freight truck may not be able to reach the site directly, and offloading arrangements should be agreed in advance rather than discovered on the day.
Which facilities we are talking about
- Child development centres and school age care. The most regulated, and the most common project.
- Family housing communities. Neighbourhood play areas, frequently run by a privatised housing partner rather than the installation itself, which changes who is buying.
- Youth centres and teen programmes. Older age band, more fitness and sport oriented equipment.
- Recreation areas and family camps. Public-facing, closer to a municipal park specification.
- Veterans facilities and federal civilian sites. Usually accessibility-led, and inclusive design tends to be a stated requirement rather than a preference.
Accessibility is treated as a floor, not a target
Federal facilities are held to accessibility requirements more consistently than the private sector, and on many projects inclusive design is written into the brief rather than left to the supplier.
In practice that means ramped access rather than transfer-only stations, a firm and stable accessible route from an accessible path, and accessible components that offer genuinely different play experiences rather than three of the same panel. If your project brief says inclusive, specify ramps and say so in the requirement, because transfer stations are technically compliant and frequently fall short of intent.
Buy American and sourcing questions
Domestic sourcing requirements apply to many federal purchases and the answer varies by manufacturer and by component. Ask the question explicitly at quote stage and get the answer in writing rather than assuming, because it can rule out a configuration late and expensively.
We will tell you plainly what is domestically manufactured and what is not for any product we quote. If a requirement rules us out we will say so rather than waste your schedule.

Federal projects tend to sit higher than the equivalent civilian project because documentation, access, and specification requirements all add cost. Budget for that rather than being surprised by it.

- What contract vehicle can we buy playground equipment on?
Several routes are normally open. Cooperative contracts such as Sourcewell and OMNIA Partners are used by many installations and MWR activities. Below the micro purchase threshold the Government Purchase Card is often the fastest path. Larger projects usually flow through a prime contractor or a construction contract. Tell us which vehicle you are using and we quote against it, with the contract number on the document.
- Does domestic sourcing apply to this purchase?
It depends on the funding and the contract clauses, and it is the question that most often derails a federal playground order late. Buy American and Trade Agreements Act requirements flow down differently depending on the vehicle and the dollar value. Ask us for country of origin in writing before you commit, and we will give you a straight answer per product rather than a general assurance, so your contracting officer can make the determination.
- What does a child development centre playground need?
CDCs are held to a higher bar than a typical public playground, with age separation across infant, toddler and preschool groups, fencing, shade, generous surfacing depth and documented inspection. Requirements are set by service level policy on top of the ASTM and CPSC standards, and inspections are real. Send us the age groups, the enclosure you already have and the applicable service guidance, and we will specify against it.
- What is in the submittal package?
Product data sheets, IPEMA certification, ASTM F1487 and CPSC compliance statements, shop drawings, 2D and 3D CAD, use zone dimensions, surfacing specification with critical fall height, installation instructions, warranty terms and the recommended inspection schedule. We supply it with the quote rather than after award, because on federal projects the submittal is usually what sets the schedule.
- Can your installers get base access?
It has to be planned rather than assumed. Vetting, background checks, escort requirements and vehicle passes all take time and vary by installation. Tell us the access process at the quote stage and we build it into the schedule instead of discovering it the week of delivery. If your installation requires a specific contractor status, say so early and we will structure the work accordingly.
- Can you deliver before a fiscal year deadline?
Often yes, but the deadline needs to be on the table from the first conversation. Manufacturing runs six to fourteen weeks and freight one to three, so a September obligation deadline generally means a quote in early summer. If funds must be obligated by a date and delivery can follow, we will structure the quote so the obligation and the schedule are separate problems.
- Do you work with prime contractors?
Yes. On construction contracts we usually sit behind the prime as the equipment supplier, providing the submittal package, pricing and installation coordination. If you are the prime, tell us the specification you are bidding and we will price it plus any approved equal alternates so the comparison is honest.
- What accessibility standard applies on a federal facility?
Federal facilities generally fall under the Architectural Barriers Act and ABA Accessibility Standards rather than the ADA Standards, though the play area provisions are closely aligned. Accessible ground level component counts, types and elevated component access all still apply. We publish accessible counts against the requirement per configuration so your reviewer can check rather than take it on trust.
